The Division of Insurance Board of Appeals is an administrative board that has authority over the Registry of Motor Vehicles in Massachusetts. The purpose of such an entity is to appeal or dispute any decisions made by the Registry. The Board of Appeals can be an extremely fruitful avenue for relief from a license suspension for many clients. However, it is important to remember that the Board and its members are a public safety agency. It is imperative that you put yourself in the best position to show why you are not a threat to public safety.

Board of Appeals hearings are held virtually over a video conference service called Microsoft Teams. At the hearing you can expect a representative from the Registry of Motor Vehicles, a representative for the Attorney General’s office, and a chair member from the Board of Appeals to be present at a Board of Appeals hearing. In addition, a lawyer or representative from the Registry of Motor Vehicles will be in attendance to present the record.

Prior to your Board of Appeals Hearing, we will have submitted a written memorandum including background about your record and suspension, legalese related to your specific suspension(s), an overview of who you are and why you should be considered for relief, and a specific request for relief. That memorandum will also include any of the items we have requested from you including but not limited to letters of support, medical forms or other evaluations, employer letters or pay stubs, and related program/course documents.

To make a good impression at your hearing, it is important to look presentable. While the Board members will only see the top half of you, please wear an appropriate shirt and avoid wearing a hat. An Attorney from our office will do a significant majority of the talking during presentation of your case. Unless you are asked something directly by a member of the Board or your attorney, it is best if you refrain from any commentary.
